A phono preamp is recommended because the inputs to the 2496 apparently need line-level signals...
And since it's got just two inputs and two outputs, that's enough for just one turntable.
I'd actually recommend that if you're going to get into the whole digital turntable thing that you invest in an M-Audio Conectiv.... It will give you easy, direct turntable connections (no preamps required) for two decks, and 4 outs as well.
